British Broadcasting Corporation Gaza Film Ruled a 'Major' Infringement of Media Regulations, Declares Ofcom

The public service broadcaster was found to have committed a "major breach" of broadcasting rules by omitting to mention that the voice of a programme about the Gaza conflict was the child of a Hamas administrator, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into Gaza: How to Survive a Warzone has found that the film was "significantly deceptive".

The BBC's director general had previously apologised, noting there had been "a significant failing in relation to truthfulness".

The regulator has ordered the broadcaster to transmit a prime-time announcement about its conclusions.

"As this represents a significant violation of our code, we are directing the BBC to transmit a message of our determinations against it on the BBC's second channel at 21:00, with a schedule to be confirmed," it said.

'Potential to Damage Confidence'

The authority's report declared: "Our investigation determined that the documentary's omission to reveal that the narrator's parent held a role in the Hamas-run administration was materially misleading.

"It meant that the public did not have essential details which may have been extremely pertinent to their evaluation of the presenter and the information he presented.

"Confidence is at the core of the connection between a television network and its public, notably for a state-funded media outlet such as the public broadcaster.

"This failing had the potential to undermine the significantly high degrees of trust that the public would have invested in a factual film from the broadcaster about the Gaza conflict."

The programme was withdrawn from the online platform in February after the boy's family links came to light, and in this past July an internal BBC review concluded it violated the corporation's journalistic standards on truthfulness.

A BBC spokesperson stated: "The Ofcom ruling is in agreement with the conclusions of the corporation's inquiry, that there was a major oversight in the programme in relation to the BBC's Editorial Guidelines on accuracy, which reflects clause 2.2 of the regulator's media standards.

"We have apologised for this and we comply with the authority's determination in full. We will follow the sanction as soon as the schedule and wording are determined."
